The charges are preliminary and means Mr Durov has been placed under formal investigation.
Being placed under formal investigation in France does not imply guilt or necessarily lead to trial.
Instead, it shows judicial authorities consider there is enough evidence to proceed with the case.
French judges have barred Mr Durov from leaving France pending further investigation - he was granted bail after paying a $5m bond.
