Claire Coutinho told Sky's Kay Burley that Labour pledged to "protect the winter fuel payment in 2010, 2015, 2017 and 2019 but not this time".
She added: "This idea that they just came in and then decided to do it doesn't stack up."
Ms Coutinho was also asked about the criticism her government received from the Grenfell inquiry, saying "there were "failures across the board and it wasn't any sort of one person or one government."
