3:04Now PlayingThe early release of around 1,750 offenders has started in a bid to reduce overcrowding - but some fear it may not be long before they are back behind bars.
The government has gone ahead with the scheme despite concerns over reoffending and the safety of victims, insisting the alternative is "unthinkable" and would lead to the "total collapse of the criminal justice system".
The current cohort of early leavers are those serving sentences of under five years, and on 22 October it will be the turn of those with sentences of five years or more - but serious offenders such as killers, rapists and terrorists will not be eligible.
