"We waste an incredible amount of money designing programmes, teaching people to do things, when often if we get out of the way and give cash, the results are extraordinary," he said.
The call echoes the head of the International Rescue Committee David Miliband who has said the UK should be more ambitious with international aid - and do so without "hubris" about its global role.
