The plans to set up a regulator were created by the previous government, but also appeared in Labour's manifesto. Outlined in the King's Speech, the new regulator would have the power to oversee clubs in England's top five league.
However, in a letter to Culture Secretary Lisa Nandy, UEFA said there should not be any "government interference" in the running of football, and has threatened to ban the nation from taking part in the next tournament despite it being hosted in UK and Ireland.
