The building was used by the Islamic Health Society - a medical service linked to Hezbollah but which also treats civilians in the capital.
A Hezbollah member of parliament said the attack was an outrage and that they have “no alternative but to fight back” against Israel.
Sky's international correspondent John Sparks was at the scene.
