Government health reform plans include league tables that show failing NHS trusts. Talking to Sky's Sophy Ridge, Ms Smyth says there are highly skilled and efficient care in parts of the NHS, but it "is not spread throughout the system", and that's why "we want to take the best of the NHS to the rest of the NHS."
