More than a thousand people are thought to have died over the past few days in fighting in the coastal Latakia region.
Volker Türk said, "This is a very fragile moment so there's a lot of need for supporting a country in transition." He suggested reform of the security sector, justice and the possible lifting of sanctions was needed to help the country heal from the trauma its people have suffered over the past 14 years.
