The government's own assessment warns that the cuts could push 250,000 people into poverty.
When asked if this was the most difficult decision she has faced, she explained she joined Labour because she wanted to ensure children from all backgrounds had "a good start in life," something she felt was not happening under the Tories.
On welfare specifically, the chancellor said: "The welfare system is not working today - everyone can see that."
She added: "We've got one in eight young people not in education, employment or training, and as a Labour chancellor, I'm not willing to write off an entire generation of young people, which is why yesterday we announced substantial support to help people back into work."
