Ben Rhodes, who worked under Barack Obama, said Kyiv would need concessions, including security guarantees, for that deal to work.
However, so far the US had "front loaded" all the concessions in favour of Russia.
"The White House strategy has taken Russian positions on Ukraine and turned them into US positions, and then blame the Ukrainians for not embracing those positions to end the war," he said.
