Cindy McCain also said there was no evidence Hamas was stealing aid while it was being delivered to the civilian population.
Israel has been accused of weaponising food following a blockade of Gaza that began in March.
It has now lifted the restrictions but is refusing to let the UN distribute food, instead using a US company.
Dozens of Palestinians have since been killed around the new aid hubs by the IDF.
