Kemi Badenoch called on Sir Keir Starmer to admit he made a mistake but he hit back at the opposition.
He said: "They left a £22m black hole that we had to fill and that's why we took the right decisions.
"Three weeks ago I said I wanted more pensioners to be eligible for winter fuel, I'm really pleased that we set out the threshold of the certainty that is needed."
