Rebecca Wilcox described the legislation's passing as an "early present" for her mother, who is celebrating her birthday this weekend.
Wilcox said: "She told me again about her conversation with Sir Keir [Starmer], and how he promised that if a bill came forward, she would live to see it.
"And he kept his promise. Many politicians don't, but he really did."
Rantzen was diagnosed with lung cancer in 2023.
