Mahmoud Abbas said the people of Gaza "have been facing a war of genocide, destruction, starvation and displacement."
He called on UN members to recognise the state of Palestine and thanked those, including the UK and France, who have already done so.
He also said Hamas would have no role in governing Gaza and said it must hand over its weapons.
