8:17Now PlayingFormer chancellor of the exchequer, Lord Hammond, says Chancellor Rachel Reeves "cannot break the manifesto pledges that she set out and repeated so regularly".
He suspects that there is a plan around the budget that will "involve tax increases and spending cuts to try to plug the widening hole" that the chancellor is facing.
He says from an economic point of view, the chancellor will "deal with the gap in public finances" by "reducing public spending".
"The problem Rachel Reeves has got, is the economy is just not growing fast enough."
