David Lammy, who is also the Deputy PM, thanked the Met Police and told the Commons it was "a mistake that should not have happened".
Hadush Kebatu came to the UK from Ethiopia illegally and went on to sexually assault a 14-year-old and a woman in Epping, Essex.
