New data shows access to this care is deeply inconsistent across England, creating a postcode lottery that leaves many families struggling to survive without the help they require.
We asked government minister Sarah Jones why the NHS is not providing support to Shelley, and she replied: "It is heartbreaking, and I think even if she were getting the support that she needs, it would still be such an amazingly difficult job that she faces."
