Sir Keir Starmer said during PMQs that "the clock is ticking, honour the commitment that you made".
The Russian oligarch pledged in 2022 that the £2.5bn he made from the sale of the club would be used to benefit victims of the Russian invasion of Ukraine.
However, the funds remain frozen in a British bank account.
Foreign Secretary Yvette Cooper told Sky's Beth Rigby attempts to get Mr Abramovich to pay up had "come to nothing".
