He said, "the Russians have done this all the time - they always strike either just before or just after talks and in a way the strikes are designed to show the Ukrainians they must give in".
"They are designed to show the United States, the White House, that they are somehow unstoppable - these strikes are not random, the Russian's think about what they are about to do," he added.
