In a statement, football's governing body denied it was "selling football" and declared: "This is not something FIFA would ever entertain."
It comes after widespread backlash to the plan reached a new peak on Thursday with UEFA's announcement that all European nations are prepared to boycott the World Cup if it goes ahead.
