In Part III of this series on Kennan, we see his vision of containment put to the test as he battles Allied gridlock, postwar disruption and surging Communist support. From the Marshall Plan to the Japanese “Reverse Course” and the dramatic proposals for German reunification, Kennan worked tirelessly to restore strategic independence to America’s key allies. Yet his assumptions about state behavior, European unity, and Soviet restraint soon clashed with harsh realities, leading to partition, disillusionment, and major cracks in his grand design.
