We call upon the Government of the Republic of Kazakhstan to respect international human rights and refugee laws and to refrain ftom extraditing Ms. SAURAGUL SAUTBAY. We ask the Kazakh Government to release her immeaditely and grant her asylum or faciliate her to seek asylum elsewhere.
SAURAGUL SAUTBAY was born in 1976 to an ethnic Kazakh family in Illi region of East Turkistan or what is currently known as the Uyghur Region under Chinese occupation. Her husband WELY ESLAM and her two daughters are citizens of Kazakhstan. SAURAGUL was the Principal of an Elemntary school in Mongolkure County in Illi Region of East Turkistan. In January 2017, she was assigned to oversee and maintain discipline amongst the Chinese government employees that were assigned to work at an"political re-education" dubbed concentration camp in Mongolkure County. She instructed the staff at the concentration on how to "re-educate" and deal with the detainees in the concentration campnin accordance with the strict secret directives and guidelines sent by the Central Government in Beijing.
In March 2018, the Chinese government began to fear that she might leak the dark realities and inhumane methods in which the Chinese government "re-educated" the Uyghur, Kazakh, Kyrgyz, Ozbek, and Tatar detainees in the concentration camp. Thus, using the pretext that she was in contact with "foreigners" as her husband and two daughters were residing in Kazakhstan, the Chinese government plotted to give SAURAGUL a 3 year sentence.
Upon hearing the plot, in Mid-April, SAURAGUL SAUTBAY escaped through the border into Kazakhstan using some means and joined her husband and daughters in Almaty region of Kazakhstan. On May 22nd, 2018 teo individuals who introduced themselves as officers from the National Security Committee of the Republic of Kazakhstan (Kazakhstan's Intelligence Agency) arrested her and she is currently being held at a detention facility in the town of Zharkent in the Almaty Region. Kazakhstan's intelligence agency is set to extradite her to China due to the extradition request put by the Chinese government and alsp along the charges that shr crossed the border illegally. If she is returned to China, there id no doubt thay she will be imprisoned, tortured, and even executed. Thus we call on the international community : governments, organizations, and individuals to act immeaditely to help save Ms. SAURAGUL SAUTBAY and uncover the reality in China's concentration camps across East Turkistan.
