Things have escalated quickly between Russia and Ukraine. So what’s the best way forward? According to our guest this week on The Bitchuation Room, Anatol Leiven, a senior research fellow at the Quincy Institute, it’s to start by taking NATO membership for Ukraine off the table. When the cold war ended, the Bush Administration made promise after promise to Russian leadership that NATO membership wouldn’t continue to expand past newly reunified Germany. Almost 30 years later, that promise was broken over and over and over. Prior to the past few years, Russia was a basketcase economically and militarily. It could do very little as the United States continued to act with a free hand in places that were previously in the Soviet Sphere, but that free reign has ended.
As NATO, a military alliance originally conceived and designed to counter Soviet military preeminence in Europe, encroached closer and closer to Russian borders over the past few decades, Russian leadership has grown wary. The best way to turn the heat down, and show good faith to a country that has been repeatedly disrespected and exploited by western interests, is to demonstrate that NATO is not interested in further aggressive expansion by taking NATO membership for Ukraine off the table. Until they have that reassurance, they will continue to act in their own strategic interest.
Anatol Lieven is senior research fellow on Russia and Europe at the Quincy Institute for Responsible Statecraft. Lieven is author of several books on Russia and its neighbors, his most recent book 'Climate Change and the Nation State' is out with Oxford University Press. Follow him on Twitter
