The legislation, which includes funding for border security, energy polices and tax cuts, has faced some resistance across the GOP — including some who have voiced frustration with the level of spending cuts included.
The House Rules Committee advanced the resolution on Monday, sending it to the full chamber.
Johnson is eyeing a Tuesday vote, as the March 14 deadline to avert a government shutdown inches closer. Republicans, even with every lawmaker present, can only afford to lose one GOP vote.
Their remarks are scheduled to begin at 10 a.m. EST.
