Kupor, a managing director at a venture capital firm, was tapped for the role in December.
His confirmation hearing comes as the Trump administration faces mounting criticism over mass layoffs across the federal workforce — by way of OPM and the Department of Government Efficiency (DOGE) — and legal battles over frozen funds.
