Her remarks come after a federal trade judge on Wednesday ruled that the president does not have unilateral authority to impose tariffs on nearly all foreign trading partners, as he sought to do with his "Liberation Day" announcement. While most reciprocal tariffs are on hold, a 10 percent tariff rate is still in play amid negotiations.
The briefing also comes as the Senate GOP prepares to take up the "big, beautiful" spending package and as tech billionaire Elon Musk's role as a special government employee and adviser to the Department of Government Efficiency (DOGE) expires.
