Vance said "we just had a very frank discussion", and the country is "heading to a shutdown."
Congressional Democratic Leaders Sen. Chuck Schumer (D-NY) and Rep. Hakeem Jeffries (D-NY) said the Democrats will not vote for a 7-10 day budget to fund the government because they want to renew expiring aspects of the Affordable Care Act now.
"They don't want to do this," Jeffries said. "The Republican leaders, because they're right wing, it'll divide their party. Their right wing hates ACA altogether. But we have to get it done."
