The panel will advise the federal government on how to integrate programs to aid with drug abuse prevention, intervention, treatment, recovery and support.
The order comes as the administration has ramped up its fight against drug trafficking, including deadly strikes on alleged narcotic-smuggling boats in the Caribbean.
The announcement from the Oval Office is scheduled to begin at 4 p.m. EST.
