The House this week is racing to end a partial government shutdown that took effect on Saturday. Speaker Mike Johnson (R-La.) had hoped to pass the bill under a fast-track procedure that would bypass the need to hold a difficult procedural rule vote but would require that the bill get a two-thirds majority. House Minority Leader Hakeem Jeffries (D-N.Y.), however, threw cold water on that plan when he told Johnson that Democrats wouldn’t supply the required votes under the fast-track process.
