The proposed charges are linked to an incident in 1996 when four men were killed when their planes, searching for those potentially seeking to leave the island, were shot down by the Cuban military, which was led by Castro at the time.
The event is being held in conjunction with "a ceremony to honor the victims of the Brothers to the Rescue," the exile group that led the mission" and comes as tensions between the U.S. and Cuba are high.
