In June, U.S. District Judge Indira Talwani ruled that Trump’s order did not apply in 20-plus Democratic led states — who were plaintiffs in that case. Her latest ruling, the conclusion of a separate lawsuit by the Massachusetts League of Women Voters, nullified the president’s directive nationwide.
