Mark Rutte, NATO’s secretary general, helped make that increased spending happen at the recent NATO summit. Still, much of the coverage of the summit focused on the relationship between the two men, including a highly complimentary text message from Rutte to Trump. During the summit, Rutte also joked that Trump had acted as "daddy" to Middle Eastern nations.
