Context: a South Beloit, Illinois traffic stop escalated into a multi-agency pursuit ending in a deadly officer-involved shooting in Beloit, Wisconsin. The suspect, 19-year-old Ray Castro, was wanted on felony warrants when officers attempted to arrest him during a traffic stop on Illinois Route 251. According to official reviews, Castro resisted, an officer became pinned inside the vehicle, and South Beloit Detective Paul Reed fired, striking the juvenile driver in the leg. Castro then fled, allegedly carjacked a Macktown Lounge worker at knifepoint, and drove a stolen maroon SUV north toward Beloit.
This bodycam and dashcam criminal law breakdown follows the pursuit through Roscoe and Beloit, the vehicle containment maneuver, the final crash into Sgt. Robert Lewis’s squad car, and the shots fired as officers tried to stop Castro.
