Ayotte defended her decision by stating that existing laws already empower parents to address their concerns through local school districts, making additional legislation unnecessary and potentially harmful.
Another significant veto came with House Bill 148, which proposed to allow businesses and correctional facilities to ignore gender identity in favor of biological sex. While Ayotte recognized the legitimate privacy and safety concerns, she ultimately found the bill too broad and impractical, risking the exclusion of certain citizens.
The governor also rejected House Bill 358, which aimed to simplify the process for parents seeking religious exemptions from vaccinations, as well as House Bill 446, which would have mandated parental consent for non-academic surveys in schools. Lastly, she vetoed House Bill 667, an anti-abortion measure that would have required students to view graphic representations of fetal development.
