The promise was 2,500 jobs. The permanent number is 100.The project is moving on a zoning loophole that lets it skip the environmental review almost every other major project has to face — and when the City of Imperial challenged it, a court ruled the challenge legally insufficient. When residents spoke out, the developer sued one of them for defamation.
The county has since paused the project with a moratorium. This is what it looks like when a community finally reads the fine print.
