Hispanic-Serving Institutions: Where is the funding as the program's constitutionally is attacked?

The program's constitutionality is being challenged by Students for Fair Admissions and the state of Tennessee. They argue that the 25% Hispanic enrollment requirement constitutes an unconstitutional racial quota, conditioning taxpayer-funded grants on race and violating equal protection. They claim the program amounts to racial discrimination under the guise of funding policy, rewarding colleges based on their student body's ethnic composition rather than their service to the neediest students.
