The funds, initially allocated by Congress for the United States Agency for International Development (USAID), are being targeted for reduction through a mechanism known as a "pocket rescission."
According to the Government Accountability Office (GAO), a pocket rescission occurs when a president requests Congress to rescind funds close to the end of the fiscal year, allowing the funds to expire before they can be used. The GAO has stated that pocket rescissions are illegal as they undermine congressional authority over government funding. However, the White House argues that the Impoundment Control Act of 1974 provides the president with the authority to delay or cancel federal funding.
