Democrats fight for Obamacare premiums on day 28 of government shutdown

The U.S. government has been shutdown for 28 days after the Senate failed to pass a continuing resolution. Democrats attached a policy item-- the extension of the Affordable Care Act tax credits--to an otherwise clean C.R.
