Who is the judge who released the suspect accused of setting a Chicago woman on fire? Part 1

A woman who was set on fire on a Chicago train last week has been identified as 26-year-old Bethany MaGee. Her case follows a pattern similar to that of the death of Iryana Zarutska, a violent offender with 72 prior arrests who was released after a judge allowed him back on the streets.

The incident raises a central question: How was someone with such an extensive criminal history out on an ankle monitor after an aggravated battery charge while still awaiting trial?
