Trump originally said he would speak about affordability, but his cost-of-living speech could be overshadowed by European allies' frustrations with the threat of more tariffs unless they negotiate a transfer of the semi-autonomous territory owned by NATO ally Denmark. Trump said the tariffs would start at 10% next month and climb to 25% in June.
