California woman to plead guilty in federal voter registration fraud case involving homeless people

A California woman has been federally charged in an alleged voter registration fraud scheme involving homeless individuals in Los Angeles’ Skid Row area.

Federal prosecutors say Brenda Lee Brown Armstrong allegedly paid homeless people small amounts of money — typically between $2 and $3 — or provided items such as cigarettes and phone cards in exchange for signing petitions and registering to vote.
