The Gordon Brown report, commissioned by Keir Starmer, recommends replacing the House of Lords with an elected second chamber. Andrew Marr explains why he believes that is good proposal, in discussion with Freddie Hayward and Rachel Wearmouth.
Andrew Marr recognises the value of a second chamber which includes representatives from a wide variety of disciplines including doctors, lawyers and business people, but argues that a smaller, elected second chamber can offer that "just as well" as the Lords. Plus, he says, it would do so "without all these ridiculous hereditary characters hanging around - and without, frankly, the borderline corrupt people that have been pushed into the House of Lords as well".
