There is an enduring administrative state that exists in all layers of government. In this discussion, former US Government Senior Executive Service (SES) leader, Chris Piehota, offer insight on the Deep State (aka the Administrative State) that often controls organizational effectiveness, in this case at the Dept. of War. This deep/administrative state controls many of the mid-level operations of government organizations and can effectively throttle the success or failure of policies and initiatives. The deep/administrative state has become more and more likely to undermine organizational success should policies and initiatives not match with their personal political and/or ideological beliefs. The deep/administrative state must be clearly identified and either rehabilitated or excused from their current roles to make way for sharp, effective mission execution. Focused, dedicated leaders must be seated to resolve these issues immediately. We cannot continue on a path where politically or ideologically-driven mid-level and junior staff members can create failure or modulate success with zero consequence.
