From there, Bilbrey moves on to the second of three meetings of the Muncie City Council's "Finance Committee," which is tasked with reviewing the city's proposed 2025 budget. Once again, the meeting started at 515 p.m., proving the elected officials have no interest in meeting the citizens where they are. Bilbrey also continues to protest that Councilor Nora Powell (D), the Finance Committee chairwoman, will not allow public comment during these meetings!
The Council listed the following six departments on their agenda for this second meeting:
