The parallel Randall reaches for is surprisingly concrete. Cold War continuity-of-government planning was built on exactly this logic - the fear that civilisation might end, and the deliberate effort to ensure that those who survived would carry forward the data, the textbooks, the working models needed to reconstruct it. He finds the implication disturbing, and says so honestly. But the framework holds. If that instinct exists today, there is no reason it couldn't have existed before - and the monumental record around the world may be exactly what that preparation looked like.
