If civilization means what we have built in the last three to four centuries - a modern, scientific, industrially based world - then an ancient civilization operating under entirely different principles may simply not register as civilization at all. It would not have looked like what we now call civilization. Randall's point is that we may be searching for the wrong thing entirely, and finding nothing - not because nothing was there, but because our definition was never designed to see it.
