Maryland incarcerates the highest percentage of Black people in the nation. Activists and formerly incarcerated people are urging legislators to vote “Yes” on the Maryland Second Look Act. This bill does not guarantee anyone will be released from prison. It simply gives individuals who have served at least 20 years of their sentence the chance for a hearing, to have their sentences reviewed by a judge.
