Since many who would be affected are families, workers and students who entered legally and trusted the system, the policy could create a two tier process where only those with money can move forward. Critics say it looks like a way to compensate for the administration’s overspending, especially with Ice detaining hundreds of thousands of people, including many with no criminal record.
