Rome started in a hard place. It was surrounded by enemies, had little wealth, and sat on flat land that was hard to defend. Because life was tough, the Romans became very militaristic. Their whole society focused on fighting, staying united, and surviving. Unlike the Greeks, Roman citizenship was open. You could earn it by following the laws and customs. This let Rome keep adding new soldiers even after heavy losses. Greek armies used heavy-armored hoplites who needed years of training and their own expensive gear.
