BNC correspondent Astrid Martinez is in Philadelphia during the community event. The event intends to improve safety by introducing police to community members, but after a year of civil unrest and record-breaking murder rates, people in areas affected by gun violence are having a hard time feeling safe to celebrate. This year's festivities come as Philadelphia is suffering through a violate wave of gun violence. The city has experienced more than 300 homicides so far.
